Windows8.1でZAP IDEのエラーが出て先に進めなかった。
hardware/tools/avr/utils/bin/make.exeを呼び出す時に、同一フォルダの中のsh.exeがエラーを吐いてるようだった。
色々と試行錯誤した結果、Cygwinをインストールして、binフォルダの中のsh.exeと諸々の.dllをmake.exeのフォルダに放り込んだら動いた。
ターゲットボードにはPapilio One 500K Shifty AVR (Write to Flash)を選ぶ

Arduinoからシリアルメッセージが返ってきて感動した。
